Hello,
I took a quick look at the code. The general thumb-rule is that if the
extension binds to external libraries then --with and if not then
--enable. I can see from config.m4 that you're mixing the two:
--enable-libmemcached and --with-libmemcached-dir. You could merge
these to --with-libmemcached=[DIR].
I did some hacking on the config.m4:

You can freely use it if you like.
