Hi.
I'm running pecl package-validate for the first time and getting the
date.timezone complaint.
Looking into C:\PHP5\pecl.bat, I see ...
:RUN
"%PHP_PEAR_PHP_BIN%" -C -n -d output_buffering=1 -d safe_mode=0 -d
"include_path='%PHP_PEAR_INSTALL_DIR%'" -d register_argc_argv="On" -d
variables_order=EGPCS -f "%PHP_PEAR_INSTALL_DIR%\peclcmd.php" -- %1 %2
%3 %4 %5 %6 %7 %8 %9
Most importantly, the -n option inhibits the use of an INI file, so
the runtime warning is inescapable.

Warning: date(): It is not safe to rely on the system's timezone
settings. You are *required* to use the date.timezone setting or the
date_default_timezone_set() function. In case you used any of those
methods and you are still getting this warning, you most likely
misspelled the timezone identifier. We selected 'Europe/London' for
'0.0/no DST' instead in PEAR\Validate.php on line 456
