There is an "Unmaintained package?" checkbox, a "Superseded by" select and
two input field for "New Home Link"/"New Package Name" at the package edit
page.

For editing a package one needs to be either the package lead or a peclweb
admin.

If you can't do that (because you aren't lead for that package) the best
bet would be asking Pierre, usually he handles the account request, package
related stuff.
If Pierre is busy with other things, you can also ping me with pecl related
stuff, albeit I'm not that familiar with the codebase/history/usual process
flow than he is.
