Give it a name, describe it, and list any libraries it links against.
Unless (A) The libraries your extension links against (or your extension
itself) are incompatable with the PHP license, (B) your description is vague
and unhelpful, or (C) It's clearly of absolutely no value; It'll get the
green light and you'll be instructed to apply for a PECL account and ask for
CVS karma to submit your extension and check it into the CVS repository.
