We should now start to discuss what changes are most important to animate the QA.
1)
First I think it´s important that we create a bug form system (like Bugzilla has :) ) to reduce the number of bogus bug reports.
It should be a guided system where a user has to query the bug database to search if a bug exists, then he should pass the bug writing guidelines and a document telling the user when not to enter bug.
The standard bug enter form shouldn´t be easily accessible. People on php-dev can bookmark it for example.
2)
bugs.php.net sould accept (at least one) a new type of login enabling us (as least) to clean the bug database of bogus entries.
I´d propse also to set all bugs´s initial state to "unconfirmed" instead of "open"
3)
Users should be forced to register to be able to enter a bug, to avoid the "error - enter bug - forget bug" behaviour
Then this types of login would make sense:
a) standard user, will be created on posting bug, inital bug status [unconfirmed]
b) developer, initial bug status [open] - or if developer wants this bug to be confirmed by another user [unconfirmed], can confirm bugs
c) QA and CVS, extended rights (later needed for regression testing)
While we decided to combine the bug system with automatic regression tests, I think bugzilla won´t fit our needs. (Someone could review bugzilla, perhaps it fit´s or needs though).
