I'm not completely convinced that we should be ignoring custom ini
settings. Each individual test should be setting the ini stuff that they
directly rely on, but if we completely ignore local changes and only ever
test a single configuration, aren't we likely to miss problems that crop
up when ini directives have weird and wonderful side effects that we
didn't think of?
But yes, since we ignore the user's php.ini, I guess we should ignore
these ones too. I just think it is somewhat incomplete to do so.
