My gut feeling is that will far too much effort. I haven't seen a list
of what is wrong with the current system, so I'm not sure what needs
fixing, but my feedback would be to prioritize it this way:
Choice 1. Get the current system working.
Choice 2. Find another system that does what we want and transfer the
data to it.
Choice 3. Write one from scratch.
I'd also love to write one from scratch, but from the point of view of
QA for PHP, I think it would be a large distraction.
We could set up a QA list for the QA/Bug database ;-}
