I´m sorry having only read parts of your mail, but isn´t it possible to establish a CVS mechanism for the documentation. Where every changed part has attached a version number (like in CVS)? I think it would be *a lot* of work, but it would fit a multi-lingual-docs needs.
A localized documentation could display links to the corresponding documentation in another language which is most current.
