What you're saying makes sense but I think there's a performance tradeoff as WDDX is probably quite a bit slower than our optimized serialize() or is it negligible?
Are you sure you'd want to see an XML ini file. I don't think you would really gain anything except for having a more complicated .ini file. It's quite easy to use now.
