Current CVS - buildconf doesn't work

I just updated from CVS and I'm getting the following:
# ./buildconf
make: Cannot find a rule to create target ext/apache/config.m4 from
dependencies
.
Stop.
make: The error code from the last command is 2.
Stop.
System is AIX 4.2.1, Apache 1.3.11.
Any ideas?
