AFAIK yes. Maybe there exists some compatibility library for win32.

It should work on all Plattforms that support System V Shared Memory.

That's why you need sysvsem, that provides Semaphores. Please look in
the appropriate sections of the manual for a description. IMHO, if you
can use shared memory/semaphores on your platform, this would be the way
to implement application wide variables.
