You use C to write applications, and it does make sense for applications
to be localized; Thus, it does make that functions used to build
applications in C would be localized. It doesn't make sense for
programming languages to be localized, in my opinion. A PHP script that
someone writes in France should work fine on a machine in Germany or the
US, just like it would work with a C program.
