So is it safe to say "when in doubt, enter it to bugs.php.net/version4/"?
At least during the beta phase?

Looks like a configuration issue (perhaps linked to a bug, perhaps
not). The error you're seeing comes straight out of MySQL, that fails
connecting to the tdn_sections host. Does that host exist? Does mysql -h
tdn_sections work?
Do you have successful MySQL links in the same script? In other
scripts? If you do, do they differ in any way (e.g., do you explicitly
call mysql_connect() in them?)
What's the content of your php.ini?
(If you go through the bug report process, it'll remind you to mention most
of these things).

If no one beats me to it, I'll look at these tomorrow.
