Well, as always, "it's not as simple as that".
We can't just dump PHP 3.0 and move to 4.0. There are hundreds of thousands of web sites around the world that use it, and they won't switch to PHP 4.0 overnight. Moreover, at least at this point - we don't want them to move, since PHP 4.0 hasn't gone through enough testing. Once PHP 4.0 is out of beta, we'll recommend upgrading to it and will no longer maintain development of PHP 3.0, even though we may address serious issues/bugs should they be discovered.
I think the migration should begin from the developers. If new features are implemented only in PHP 4.0, or at the very least - in PHP 4.0 first, it's a good start.

Why would you continue development on php3 when 4 came out? This seems like sort of a split in resources which cant be good for php4 in its infancy. Do people just not feel confident in php4? I have read about all I can about it, and it looks great. I am currently running 3.0.9 but plan to convert to 4 soon. I have to agree with Zeev here, if we want to make php4 kick ass we need to concentrate on it, not refining php3.
