Action application/x-httpd-php3 /php-bin/php.exe
Make sure that the above alias to c:/php3 is either correct or changed to
the appropriate location for php.exe.

Get rid of the hash-bang stuff. Don't tell Apache that .php3 files are CGI
scripts, they aren't. php.exe is a CGI, not your scripts. You can setup
Apache to use the hash-bang but it is unnecessary.
