You are right, we shouldn't rely on Apache features, but we also should
not take a lowest-common-denominator approach here. If there are useful
and popular features we can implement on Unix/Apache, we should not skip
them just because they can't be implemented on NT/IIS. We should simply
have SAPI tell us what capabilities a particular server has.
