latest cvs, make install doesn't copy libraries to Apache directory

Hi, I have been tracking PHP4 cvs for a few days, today when I did a
make clean;make;make install I observed that it wouldn't copy the
libraries and includes file to the Apache source dir
Does anybody else see this problem ?
