CVS not making

I just did a fresh checkout from CVS and it is not making properly... I get
make[1]: Entering directory '/home/jmeskill/working/php/php4/ext'
make[1]: *** No rule to make target 'all'. Stop.
And there is no Makefile in the ext directory. I also get these errors when
running buildconf:
automake: ./libzend/Makefile.am: lex source seen but 'LEX' not defined in
'configure.in'
automake: ./libzend/Makefile.am: lex source seen but 'AC_DECL_YYTEXT' not
defined in 'configure.in'
BTW: this is on RedHat 6.0 i386.
