If you're running mod_php, why not just move the configuration directives
out of php.ini and into your httpd.conf file? I'm not sure that you can
have more than one php.ini file to begin with; in fact, I highly doubt it.
I've never really used that file for configuration, so I can't speak to it
very much, but if you're using mod_php, you can definitely put your PHP
configuration directives inside your Apache conf file(s).
See http://www.php.net/manual/configuration.php3
for more details.
