Compile failure - Latest CVS, FreeBSD 3.3R --with-apxs

When trying to build the latest CVS (11/3/1999) with apxs, I get the
following error;
/usr/libexec/elf/ld: unrecognized option `-Wl'
*** Error code 1
Stop.
I got down to using the basic
'./configure --with-apxs=/usr/local/apache/bin/apxs' as the configure, if I
build --with-apache instead it works fine.
System info:
FreeBSD 3.3-RELEASE (found type is i386-unknown-freebsdelf3.3)
Apache 1.3.9
Sorry if this is something basic I'm just missing :)
