If you are set up correctly, you should be able to do a complete build
using:
cvs co php4
cd php4
cvs co libzend TSRM
copy d:\number4.tar.gz number4.tgz
gunzip xf d:\number4.tgz
tar xf d:\number4.tar
msdev php4ts.dsp /MAKE "php4ts - Win32 Debug_TS"
You can get number4 (a.k.a. bcmath) from
http://www.php.net/version4/downloads/number.tar.gz
