Here is the fix for my problem. It turns out that the php4dll.dsp seems to
have the wrong location for output.c

I committed your fix for you.
I had previously made a similar fix to php4dllts.dsp so that I could
continue my work. The code apparently was moved on Oct 27 as a part of
Thies Arntzen's work to make it thread safe and consolidate the output
buffering functions.
Can someone tell my why there are two versions? What is the advantage to
running the non-TS version?
