The more common case for arbitrary regexps is already handled
with preg_replace, where "old", "new" and "str" may be arrays.
If you want a character translation: GNU recode is a .so since
version 3.5 because I suggested that to the developers. Perhaps
somebody is interested into writing a PHP binding for librecode?
