Does PEAR always install in /usr/local/lib

Hi, I cvs'ed to the latest beta today and did a make distclean,
./buildconf configure etc and whilst doing a make install , realised
that php4 was trying to install PEAR stuff in /usr/local/lib/. I added
a --prefix to the configure line but it doesn't seem to get picked up
by PEAR
Is this appropiate behaviour ?
