I am not talking about a solution that would in all handheld devices. I am
talking about something that would work off-line with devices with enough
memory.
Anyway, current cellular phones as input devices are not very practical. I am
thinking more of pen based devices. I envision offline applications with a
broad market like sales support. Today many companies that develop ERP
packages have offline modules to support travelling salesmen but those run
in laptops. Laptops are not as practical as lightweight pen based devices like
Palm Pilots. All you need is a device where you can place orders offline
and syncronize the orders with a remote server via Web later whenever
possible.

As I mentioned in another message, that's no longer accurate. We have
already lightweight DBMS for Palm devices.

The reality is that there is demand for the offline mode. A local WAP
server would not provide the necessary storage. It just would work as
interface with offline applications that could run in PHP to interface with
local lightweight DBMS.
