I do agree that the search box doesn't necessarily need the extra border (although I think it would benefit from it), but I think the dropdown without the border doesn't work. Without the border the dropdown button seems to be visually detached from the selected language - floating in mid-air as you will. A small bit of hinting here removes that impression.
