We could reduce the number of end-user website requests to this list by a simple change in its description on http://php.net/mailing-lists.php. We tend to get frustrated by users who have missed the fine print and think the list is for any web site question. The situation doesn't help anyone. I suggest three small changes. We could change its section title from:
    "PHP website mailing lists"
to
    "PHP internal website mailing lists"
The mail list title itself should change from
    "Webmaster Discussion"
to something like
    "PHP php.net internal infrastructure discussion"
I would also suggest splitting the description sentence in two so the note about support is more obvious. It would change from
    List for discussing and maintaining the php.net web
    infrastructure; this is not for PHP support questions
into
    List for discussing and maintaining the php.net web infrastructure.
