Hi Nils!
You can send messages to the list without subscribing, but if you
don't want to miss the discussion, it would be better to subscribe.
We have a maybe not so up to date TODO about the php.net redesign here:

You can check out the source for php.net from
http://svn.php.net/repository/web/php/trunk/
Unfortunately I think we don't have a README for setting up a local
php.net, maybe somebody can help you with that.
You should get yourself familiar with the codebase, it's a little bit
"oldschool", and do some smaller task from the list, if you think that
it is ready, send a mail with the attached patch.
Usually after a couple of patches, one can get svn access to the codebase.
