It seems the change is in bugs.php.net going from http to https and the redirector re-encoding %23 to %2523 which bugs.php.net decodes back to %23. Manually calling https://bugs.php.net/ and using %23 should be OK now. Or will be when this commit is rolled out to the mirrors.
