php.net Site running on older php version

Sir,
I checked the php.net site HTTP response headers and shocked to see that it
still running on php 5.2.17 and apache 1.3.41. Is their are any specific
reason to uses older version. While it is recommended by php.net site itself
to users to use 5.3 instead of 5.2. Also apache version is look like
ancient.
