There aren't really any "official user groups".
Most user groups start out as couple of guys at a bar, drunk, and
somehow PHP gets injected into the discussion. The these guys invite
couple of other guys few weeks later, and those then in turn invite
more.. and then you have a group of people and to get things organized
someone buys a domain and publishes a meetup schedule and discussion
topics :)
That being said, we are attempting to aggregate all known active
usergroups so we can publish a proper list, so I suppose that list
will turn into "semi official user groups", but like I said, there is
no official creation or anything like that.
