Yeah i phrased this wrong. ;) What i was trying to get at is that using
just "On" is almost guaranteeing that you are going to have a problem. ;)
On = Enabled and buffer is unlimited. (Use with caution) >>> will probably
result in a white screen of death
Off = Disabled
Integer = Enables the buffer and sets its maximum size in bytes >>> an
integer setting allows you to control this directive using a numeric value
to avoid "blah"

On means On and Off means Off (or 0), which can be easily tested if you
change the settings, reboot your SAPI and perform an
ini_get('output_buffering') to see how the value changes.
Feel free to re-clarify if I've missed another point you've made.

output_buffering = 0 - as in the numeric bytes value of zero and not "Off"
output_buffering = 4096 - as in the numeric bytes value of 4096 bytes
I guess if you use "Off" then since this is an invalid value setting then my
assumption is that the default value will be applied or no value.
