It is currently being worked out by the folks who handle the moderation approvals, and should be back in working order in time for the next release announcement. Thank you for your report. I and others rely on this list to be informed of new releases which need to be installed to patch security vulnerabilities so it is important that the list is keep updated. I have confirmed my email address is working and also checked at http://news.php.net/group.php?group=php.announce and there is nothing posted since February.
