Two different things. The current edit.PHP.net should move to /manual and
be proxies through. It requires to much CPU and ram to be hosted with
something else.
The edit.PHP.net/notes would be for us to manage notes, replacing master,
and the landing page for users to submit notes, replacing mirrors...
