The php.net documentation only cover extensions distributed from php.net (either via pecl.php.net or bundled). All those extension are OSS and more or less covered by the PHP or BSD licenses. If that sounds good to you, please contact the PECL development mailinglist and propose the extension (see http://pecl.php.net/account-request.php for more info). -Hannes
