If you want to work on the documentation its best if you email the mailinglist of the documentation team ( phpdoc@lists.php.net). They can help you get started. The account you requested is only for getting write access to the wiki and we usually only give that out if someone already has a concret plan (like writing an RFC to add a specific functionality).
