Just contact the php-webmaster list (CCed) when you have concret plans. Tell us when you are ready and your wiki account will quickly be expanded to allow the creating of an RFC etc. You do not have to wait any fixed time period. regards, Lukas Kahwe Smith mls@pooteeweet.org
