Before learning PHP you need to have the basic HTML knowhow.
http://php.net/tutorial is the first introduction you get into
PHP in
our manual, so you are expected to know minor other things before
that.
Creating a new section aimed towards people without any at all
understanding of making websites is very unlikely to happen.
