You can drop a mail to the PHP windows internal list or pecl-dev to request a DLL if one is missing. But that's not a bug. About ssh2, I don't think the current version works on windows. I can try next week once I have updated libssh2 for curl (btw you can use ssh2 via curl, vc9 builds).
