Right, NTS and TS are often confusing. NTS is not only for IIS but for
everything like CLI or FastCGI in general, and VC9 can always be used
(as there is no direct function call between the server and php).
The main problem with VC9 is apache. The binaries available from
Apache's site uses VC6 and are not compatible. However you can use
apachelounge.com binaries, which uses VC9 as well.
