This has obviously only started happening the last few hours, since
comments from earlier this morning appear to be fine, but the bug
tracker seems to be double encoding HTML entities. Probably best
illustrated with screenshots. (I'd file a bug, but that would make it
hard to demonstrate the issue.)

This is happening both Firefox and Chrome for me. Haven't tested anything else.
