If you want to set ru2.php.net as your preferred mirror, click on the "my php.net" link in the top right corner of the page, scroll to the bottom and select ru2.php.net under the "Mirror site redirection" heading. I'll leave this open for others to check but I've used a few different routes and all clear from what I can tell.
