All our docs are written using the DocBook[1] XML markup.
The rendering system is a new-in-house application written in PHP,
called PhD[2][3].
In all honesty, PhD isn't ready for external projects. It is highly
customized to the needs of the PHP Documentation team (but is also
extremely simple to get into for anyone with basic PHP skills). In the
future (hopefully within few months) it will however be ready for
other projects.
In the meantime, I'd recommend DocBook-XSL[4] which is probably the
best DocBook renderer today. The reason we developed PhD is however
for performance and maintence (PhD renders the php.net docs in three
different formats in under 5minutes while it took DocBook-XSL
90minutes to render each format).
