You must have this installed to connect to oracle via ORA and OCI calls. (Funnily enough you also need it for ODBC so there is no escape) If you want to connect to oracle from any machine (Windows or un*x) you must install SQL*Net. If you have an Oracle DB you should have a Windows Client CD for your particular version. You are also able to download Oracle clients for Windows from oracle.com (maybe technet.oracle.com).
