You can:
Compile Interbase support as an external module (dll) and load it via
php.ini
or try something like this (not shure if it works!)
Add to your workspace the Interbase project. This should make a lib file
Put Interb. proj. as a dependency of php4ts project (like mysql)
Put the lib file for link in php4ts proj.
