I managed to fix my problem. The oracle client directory only had privs for admin users, and no one
else. By giving the IUSR_server account access to the oracle client tools, php does not fail.
This seems like a bug though, since it halts the entire php serving process on the webserver,
regardless of whether the php_oracle extension is being used or not.
