PHP4/mod_php/Apache 1.3.12/Win98 funniness

Hi, I've noticed a funny problem when running the above configuration. Although the server and PHP works fine, it seems to prevent other applications (Internet Explorer, Go!Zilla are the two that i've noticed) from working. If I execute the program, nothing happens, but when I shutdown the server they suddenly come up. This didn't happen before I installed mod_php. Has anyone noticed this happen, and is it likely to be a problem with mod_php? Gavin.
