php4, win98, and pws 4

Hi,
I followed the directions in the readme file for installing php4 to the letter. I have win98 and pws
4 installed on my machine and I am getting funny results with php files.
One result I get is when i run a php file called hello.php, the browser actually shows the code as I
typed it.
the simple code is:
<?
echo "hello";
?>
and that is exactly shows up on my browser.
Another funny result I'm getting are saved php files with names like hello.php.txt
In notepad I am not saving php files as text files, so that is not the problem.
Any suggestions?
