tech suggession plz .....

hi guyz i have to develop a component to go with my web-app stright from my proj propozal : ------------- An On Line-Off Line Component This module will be an Intelligent Component which will listen to the ports used for internet connection. On a detected connection, this component will populate the database hosted on the web server with the data entry reports generated by the Local Database Maintenance module. -------------- the database module is my php-mysql based web-app takes a hell lotta data in from an NGO's workers generates reports(graphz n data) on request after having populated the database i initially proposed to develop the component in VB but now the prob iz i dunno jack s**t about vb or any other lang for all that matterz :) so ill have to learn vat ever i go fo n id really appriciate suggessions on vat i shud actually go fo thnx a mill lost as usual toby .... :) __________________________________________________ Yahoo!
