PHP 4.3.1 on Windows .Net

Ive tried to find any posts on here about installing php 4.3.1 on windows
.net server with IIS6. Ive got it installed and when I run the php file in
a browser I get "The specified CGI application misbehaved by not returning a
complete set of HTTP headers."
I know it must be a permission issue cause if I log into my server and run
"php -i" at a command prompt it works fine and gives me html output. I also
ran from a command prompt ran "php.exe phpinfo.php > phpinfo.html" and it
put all the php info in a file for html usage. This is all is running on a
server that has been up and running for a long time. I have perl also
running on this server with no problems. I have even went as far as giving
the "internet guest account" full access to the drive of the websites and
the php.ini and php.exe directories.
